MINUTES

HISTORICAL SITE COMMISSION

September 22,1975

Council Chambers, Bellefonte, Pennsylvania

 

Present: Commission members Fisher, benson, Pelick, Krauss, Peters.

 

The meeting was called to order at 7:30 PM by Rob Fisher, Chairman.

 

1. The minutes of the last meeting were approved as written.

 

2. OLD BUSINESS

 

a. Dave Benson has spoken to Harold Ammerman who has agreed to gather information regarding the possibility of acquiring old railroad cars. Nate Krauss offered to draft a letter to be sent to the appropriate people.

 

b. Nick Pelick reported on the train station project. There is $15,191.50 on hand. The first installment on the contract has been paid. The next installment is due on October 15th. Approximately $10,000 in pledges is due this year with about $18,000 more to be collected after January, l976.

 

     Mr. Pelick read a letter from John McPherson of Centre Counties Bank, pointing out that House Bill 118, recently enacted, would allow the project, through Bellefonte Borough, to borrow up to $50,000. After discussion, Dave Benson suggested that a decision to seek the Borough Council's approval on such a loan be tabled until Mr. Pelick discusses the issue with Dave Flood and the Train Station Project Committee.

 

  Motion was made by Mr. Krauss, seconded by Mr. Benson, and passed unanimously that the payment of $11,025 to the contractor be approved.

 

   Motion was made by Mr. Pelick, seconded by Mr. Krauss, and passed unanimously that $2,318.10 be released for payment of alternates 1, 2, and 3 --i.e. planters, plantings, and brick walks.

 

c. Rob Fisher announced that the application to the county Bicentennial Committee for Manpower funds to complete the Talleyrand Park Project has been approved. Manpower has agreed to fund two full-time positions to aid in the registering of historical sites in the county. Bellefonte, Boalsburg, and Philipsburg may be the primary "target areas."

 

d. Nate Krauss has spoken to one recipient of the State College Community Award Program. He will investigate further the criteria used in selection.

 

e. Rob Fisher reported that the new signs for the entrances to Bellefonte are being designed. The materials and labor will be donated and the Borough will install the signs when completed.

 

f. Rob Fisher said that the first designs of the development of Talleyrand Park have been presented to the Talleyrand Park Committee. Rockview has agreed to provide trees and plantings at cost, and VoTech some of the labor. It is hoped that the construction of a gazebo and some landscaping will be completed this fall.

 

g. The Resolution of the Bellefonte Historical Site Commission was presented. Motion for approval was made by Mr. Pelick, seconded by Dr. Benson, passed unanimously and signed. By laws prepared by Dave Flood were passed out for the Commission members’ consideration.

 

There being no further business, the meeting was adjourned at 9:40 p.m.
