Meeting of February 10, 2006

1.  The meeting was called to order by Romayne at 7:45 p.m.  Introductions were made of all present.

 

2.   Minutes:  The minutes of the meeting of January 13, 2006, were presented.  Motion by Rob to approve them as presented; seconded by Donna; unanimously approved.

 

3.   Treasurer’s report: Postponed pending possible arrival of Dave.

 

4.   Arts Administrator’s report: This year’s grant from the Pa. Partners in the Arts has been received, $2,677, slightly smaller than last year’s.  The application and the contact person for the Garver Fund have changed, Kitty is tracking them down in order to apply for this year’s Summer Sounds funding.  This is the application period for the Central Pa. Convention and Visitors Bureau grants, is BHCA interested in trying to apply?  These are usually but not always program-based, there was some discussion about whether, for example, Summer Sounds or one of the proposed 30th anniversary events would qualify.  The application materials were passed around for people to read over.

 

5.   Committee Reports:

 

a.   Gallery at the Gamble Mill: Jim said that the “Arts of the Bellefonte Schools” exhibition, opening April 22, is being worked on, as is the photography show that will follow it.

b.   Summer Sounds:  Kitty asked a question on behalf of JoAnn Knupp, regarding how much to pay performers this season.  Question deferred until Dave is present to respond.

c.   Film Forum: No report.  Anna said that she would like to work with that committee, Gay was happy to grant this wish.

d.   Local Government Grants:  The final report on last year’s program is in the mail to the Pa. Council on the Arts.  Bellefonte will receive $6,070 this year in matching funds from PCA, that is $35 more than last year.

e.   Sunday Afternoons at the Library:  The next concert will be March 26, the Easterly Chamber Players, followed by the final one of the season, the Rick Hirsch Jazz Trio, on April 30.

f.   Talleyrand Park Committee:  True reported the loss of a few trees in the Park during the Bush House conflagration.  Some were singed from the fire and some had to be trimmed for the firemen.  The committee has received a request for a memorial tree, True has been in touch with the nursery at Rockview, which has very reasonably priced stock.  The flowering cherry trees in front of the Train Station that died last year also will be replaced.

g.   BHCA 30th Anniversary Committee:  The committee has met. The exact date of the anniversary is September 13, a Wednesday.  A final decision hasn’t been made about what type of social event will take place, but it will be by invitation, possibly a reception, at the APS or the courthouse annex. 

  Elements of BHCA projects over the years will be part of the event: an “archival exhibit” of programs, posters, etc.  Rob said that perhaps the exhibit could be mounted earlier, during the Arts & Crafts Fair in

August, for example.  Other ideas include a special exhibition at the Mill, a concert in the Park on the Sunday nearest September 13, a BHCA banner across High St.

        The suggestion was made to create a 30-year logo to use this year.  Expense was mentioned: printing invitations, refreshments, space rental, musicians, banner, publicity.  Should there be a silent auction to help offset expenses/as a fundraiser? Colina said we need to coordinate this with the University calendar, a little later in September may be better than earlier.

 

6.   Old Business: Gay reported on two meetings with Rick Hirsch, regarding his proposal that BHCA help to fund production of a CD of his Village Green, In Blue concert, and share the inventory of the discs.  The economics of the project did not seem beneficial to either Rick or BHCA.  There were concerns with obligations to the band’s interests, if the CD were a jointly produced one.  Rick is going to do a short run and keep them.

       The idea of a DVD came up, with images of Bellefonte and Village Green as the soundtrack.  If BHCA drafts a letter to Rick in regard to a DVD, the band may give us the rights to the music because it was a project to benefit the community rather than a private individual. The economics of producing a DVD are unknown right now. Rob has queried a friend who makes DVDs for some specifics about cost and so on. Rob will report back on the results. Michelle said that there may be Project Stream money from the PCA for this type of project.

 

7.   New Business:

Michelle said her husband, David, had suggested that BHCA could obtain some of the bricks from the Bush House and sell them.  Colina said salvaged wood could be made into picture frames, for example.  Colina also said that BHCA should publicize alarm systems and sprinklers for old buildings in town, and/or perhaps send a letter in BHCA’s name to Borough officials urging the adoption of requirements for the use of fire-prevention and alarm systems in our historic buildings.  Rob moved that BHCA send such a letter, seconded by Michelle, approved.  Colina will draft a letter and bring it to the next meeting.

          Rob said that Borough Council should be urged to enact an ordinance to require fire suppression systems, but also doubted that such a law would be passed.  Jim said that commercial building owners don’t have the money for those types of systems.  Alarm systems might be affordable, an ordinance requiring them might be workable, but they have to be connected to someone who will hear them and react.  Michelle wondered if there are grants for such things.

          

8.  Treasurer’s Report (end of webpage): Dave was not present.  Michelle moved to accept the report he had submitted via Kitty; seconded by Rob; unanimously approved.
