BHCA Garman Meeting
September 15, 2013, 9 PM

 

Location: Home of Nancy Noll (The Queen)

 

Attendance: Keith Koch (President), Romayne Naylor (Vice President), Jim Dunne (Secretary), Jeanne Newlin, Gay Dunne, Julia Kasdorf, Joseph Griffin, Patrick North, Ralph Seeley,Joanne Tosti-Vasey, Mary Vollero, Karen Arnold, Nancy Brassington, Sally Houser, Nancy Noll, and Erin Hammerstedt, consultant, and Bruce Manchester, counsel. A quorum was in attendance as defined by the BHCA by-laws.

Dues were received from Karen Arnold and Nancy Brassington, $2 each.

Garman Opera House - Bruce Manchester reviewed Judge Kistler’s decision to accept the Bellefonte Area Industrial Development Authority’s recommendation to accept the PDG proposal to demolish the Garman Opera House, The DoDe Hotel and replace them with work force subsidized housing including the Cadillac building which he plans to restore. Judge Kistler denied the Petition to Intervene filed by BHCA because of untimely submission.. Bruce discussed legal options available to BHCA. Karen Arnold commented based on her legal experience. Erin discussed issues of preservation and funding.

Joanne Tosti-Vasey moved to charge Bruce Manchester to file all necessary legal paperwork to save the Garman and for appropriate members of BHCA to do the necessary paperwork to back up our standing and support of this process. Joseph Griffin seconded the motion. The motion was unanimously approved.

Escrow Account - Joseph discussed the establishment of an Escrow Account at First National Bank for the further solicitation of funds to Save the Garman. Candace Dannaker, former Mayor of Bellefonte has agreed to be the Escrow Agent. James Dunne has agreed to be the Alternate Escrow Agent. Joseph Griffin moved to establish the Escrow Account with Cancace Dannaker as Agent, and James Dunne as alternate Agent. Nancy Noll seconded the motion. The motion was unanimously approved.

Garman Advertising - Nancy Noll moved and Romayne Naylor seconded to approve the expenditure of up to $650 by Mary Vollero for yard signs, posters, car magnets and similar items. The motion was unanimously approved.

The group thanked Bruce Manchester and Erin Hammerstedt for their contributions to the meeting.

Keith established a general meeting of BHCA for Wednesday, September 25, 2013, at the house of Nancy Noll.
